西气东输管道工程建设项目管理技术综述(OverviewofmanagementtechnologyforconstructionprojectofWestEastGasTransmissionPipelineProject)ThetrunkofWesttoeastgaspipeline,atotallengthof4000kilometers,westofXinjiangTarim,easttoShanghaiBaiheTown,Gansu,alongtheroutethroughXinjiang,Ningxia,Shaanxi,Shanxi,Henan,Anhui,Jiangsu,Zhejiang,Shanghaiandother10provinces,autonomousregionsandmunicipalitiesdirectlyunderthecentralgovernment.ThetotalinvestmentisRMB43billion500millionyuan,andaround2.6buildersparticipatedintheconstruction.Morethan30unitsdirectlyundertheChinaPetroleumCorporationhavedispatchedteamstoattract191contractors.July2002startedproductioninOctober1,2004,January1,2005,formallytotheShanghaicommercialsupply.Suchhighinvestment,largeconstructionteam,itisrareinthedomesticengineeringconstructionhistory,arerareintheworldconstructionhistory.1,westeastgaslightconstructionworld-classpipelineengineering,projectmanagementworktousherinanewchallengeFirst,thegeographicalenvironmentalongtherouteiscomplex.ThewesteastgastransmissionprojectfromwesttoEastleadstothetopographyofGobi,desert,loess,mountain,plainandwaternetwork,amongwhichthedifficultiesofpipelinelayingaremainlyconcentratedinthreesections.Inthewest,thepipelinepassesthroughthemorethan800kilometersouthLakeGobi,wheretheclimateisbad,thesandwindisrampantandthepeopleareinaccessible.Itisachallengetothelimitof\nlifetogodeepintothearea.Inthemiddle,thepipelinepassesthroughtheLoessplateau.Theserioussoilerosionandalargeareaofthefalloftheloessisthebiggestthreattothesafetyofthepipeline,thepipelineshouldnotonlythrougharrangedinacrisscrosspatterngully,Liangshan,TaihangMountainLutoclimb,thedifficultyofconstructionandengineeringquantityareverylarge.IntheEast,especiallyinJiangsuandShanghai,itisthemostdevelopedareainourcountry.Denselypopulatedcitiesandtowns,ditches,Hutangcanbeseeneverywhere.Weshouldnotonlysolvethesecurityproblemsofhighpressurepipelinesthroughdenselypopulatedareas,butalsoovercometheconstructiondifficultiesinthewaternetworkareas.FromwesttoEast,thepipelinehasalmostallthetopographyofourcountry,andthediversityandcomplexityofthegeographicalenvironmentarealsorareintheworld.Followedbythepipelinetowearmorethancrossingtheproject.Tomedium-sizedriversacrossthe77westeastgaspipeline,morethan2000smallrivers,therearealargenumberofhighwayandrailwayandmountaintunnel,atotallengthofmorethan170kilometers,thedeadnumber,largescale,complexforms.Inparticular,3throughtheYellowRiverand3throughtheYangtzeRiverhavecreatedanewrecordoflandpipelinescrossingthescale.ZhengzhoutheYellowRiverthroughtheuseofmulti-stagedirectionaldrillingandpipejackingrelay,atotallengthof7.32kilometers,theburieddepthof23meters,isbyfarthemostdifficultcrossingengineeringindomesticpipeline;NanjingYangtzeRivercrossing,inmorethan50metersdeepunderthebed,wasnearly2000metersofthetunnel,thedifficultyisquitelarge.\nThirdly,thegastransportationprocessiscomplex.Atotalstation35westeastgaspipelineprojectroute,canrealizeremotecontrol,stationcontrol;lineblockvalvechamber138,whereinthegasstation10,apressureratioof1.4~1.5,thecompressorstationsanddistributionstationsaccordingtothemannedandunmannedoperationdesign;acrosstheboardwithaSCADAsystemforremotedataacquisitionandmonitoring,andusingadvancedsatellitecommunicationsystem,improvemanagementautomationandinformationlevel,reachedtheworldadvancedlevelinthesameperiod.Thewesteastgaspipelineprojectatotallengthof4000kilometers,constructionnumber26thousand,involvingthegovernmentsupervision,theowners,supervision,design,procurementandconstructioncontractorcontractorcontractor,contractor,foreigncooperationdetectionunits,governmentdepartmentsatalllevels,somuchfortheorganization,coordinationandmanagementbroughtdifficulty.Managementcanbetransformedintoproductivityacrosstheboard,theestablishmentandimprovementoftheflatmanagementstructureofwesteastgaspipeline,integrationofsocialresources,theintroductionofforeignmanagementdirector,HSEnewmethod,widelyusedinmodernmanagement,reducethelevelsofmanagementandmanagementteam.TheinnovationofmanagementmodeofWesttoeastgastransmissionprojectensuresthesmoothprogressofEngineeringconstruction.2.ManagementmodeandmethodofWestEastGasPipelineProject2.1projectmanagementobjectives\nThewesteastgastransmissionprojectisakeyprojectofthestate.Thegoalofbuildingaworldclasspipelinehasbeenestablishedfromthebeginningoftheproject.Managementobjectivescanbesummedupas"fourhighclass""."Fourhigh":highstandard:completewithinternationalstandards,technologytobeonparwiththeAPIstandard,managementmuststrictlyfollowtheFidikclause;highqualityinconstructionorganizationdesign,procurementandsiteoneachlinktothehigheststandardstoachievetherequirements,pipelineafterthecompletionof"Guoyou"highstandards;Technology:adoptinternationaladvancedtechnology,improvethetechnologycontentofthewholepipeline,thepipelinetobecomeamodelforChina'spipelineconstruction;highefficiency:notonlytodotheconstructionperiodcost,thelowestcost,andtomakethelowestcostduringoperation."First-class"istobuildaninternationalfirst-classlong-distancepipeline.QHSEmanagementsystempoliciesandobjectivesare:Qualitypolicy:carefulorganization,highqualityconstruction,ensurethequalityoftheproject,strengthenmanagement,continuousimprovement,andservethestatesociety.Qualitytarget:oncequalifiedrateofweldingreachesabove90%;Otherconstructionqualityofapassrateof95%ormore;controlandreducethegeneralqualityoftheaccident,topreventandeliminatemajorandespeciallymajorquality\naccident;projectschedulecompletionrateofmorethan95%.Healthsafetyandenvironmentalpolicy:people-oriented,preventionoriented,scientificmanagement,environmentalexcellence,walktheroadofsustainabledevelopmentandbenigncirculation.Health,safetyandenvironmentstrategicobjective:zerodamage,zeroaccidentandzeropollution.2,2,combinedwithactualinnovationprojectmanagementmanagementmodelandmethodForlongdistance,investmentandtransportationvolume,complicatedconstructionconditionsofWesttoeastgaspipeline,instrictaccordancewithinternationalengineeringrequirementsofwesteastgaspipelinebuilders,theestablishmentandimprovementoftheinternationalstandardsandprojectexecutionplansystem,projectschedulingcommandsystem,qualitymanagementsystemanddocumentinformationmanagementsystem.1)adoptalldirectionalandwholeprocessprojectmanagementmodeInordertoguaranteethequalityoftheproject,theprojectmanagementmodeofomnibearingandwholeprocesssupervisionisadopted.Inengineeringdesign,materialsupplyandconstructioninthreemainaspects,respectivelysetupdesignandconstructionsupervisionandinspectionofequipmentandmaterials,engineeringsupervisionbytheSinoforeign\ncooperationway,sothattheconstructionsiteisonlyasoundsupervision,constructionquality,progress,investment,safetyandenvironmentalprotectionofthewholeprocesscontrolsupervision.Intheprocessofprojectmanagement,theimplementationofjointsupervision,bycompanypersonnelstationedjointsupervisionoffice,technicalstandards,participateinprojectbidding,contractsigningandotherpricesettlementactivities,establishthesupervisionsystemoftheownersbehaviorandmechanismtoensurethesmoothprogressoftheproject.2)regardprojectexecutionplanasthemostimportant,anduseP3softwaretowriteprojectexecutionplanAccordingtothecharacteristicsoftheproject,theprojectexecutionplanadoptstheinternationaladvancedP3softwareinvertedrowtypeprojectplan,theprojectschedule,design,procurement,landacquisition,marketdevelopmentandotherworktomakegradingspecificimplementationplan,clearthecontentofthework,completiontime,themainresponsibility,safeguardmeasuresandworkstandards.Toestablishandperfectthecontrolsystemunderthefourlevelfromresponsibility,layersofdecomposition,tothefinalimplementationoftenders,theunit,whichensuresthesmoothprogressofconstruction.3)establishasmoothandorderlyprojectschedulingsystemThesmoothandorderlyprojectschedulingsystemhasgreatlypromotedthecoordination,balanceandoverallprogressoftheproject.ThedirectimplementationofadministrationofChineseforeigncooperativesupervisionheadquarters,\nsupervisioncoordinationmanagementofcontractors,whichisdifferentfromthepreviousownersofdomesticengineeringconstructionmode.Atthesametime,theownersputtheemphasisoncontrolandcoordinationoftheoverallprogressoftheproject,theprojectplanistherigidindexsummarywillbeheldonceamonth,inspectionofimplementationplanlastmonth,thearrangementsforthedeploymentofnextmonthplan,andformulatemeasurestopromotetheimplementationoftheindicatorsofhundred-percent.4)establishthequalitysystemandstrictlycontrolthequalityoftheprojectOneistheestablishmentofahighstandardofqualityassurancesystem,holdthefirstpass.Asthewesteastgastransmissionprojecthasadoptedlargediameter,innercoating,highpressureandhighsteelleveltechnicalrequirements,manytechnicalspecificationsarestillblankinchina.Therefore,fromthepipelinematerialtoengineeringdesign,fromconstructionmachinerytoconstructionmethods,arefacedwithaseriesofnewtechnicalstandards.Theengineeringdesignersbeginwithimprovingthetechnicalstandardsofsupportingconstruction,andinlightofthedeficienciesexposedattheexperimentalstage,thetechnicalspecificationsshouldberevisedandsupplementedinatimelymannersoastomakethemmorescientific.Engineersfromthedomesticandforeignadvancedengineeringconstructionstandards,referringtothestate,industry,enterprisesandothertechnicalspecifications,begantoprepareAversionofqualitymanagementsystem.Thesystemdraftswidelydemonstrated,promulgatedinfullrangeofengineering,thequalityofthe\nwholeprojectwithconventions,welldocumented.Twoistopaycloseattentiontokeylinks,consolidatethefoundation.Inasense,thekeytothequalityofthewesttoeastgastransmissionprojectdependsonthequalityofthebuildersandthequalityoftheconstructionmaterials.Inordertoensuretheengineeringquality,constructionworkersareselectedinthenationaltechnologycontesttensofthousandsofpipelinebuildersoftheelite,eachsectionoftheprojectmanagerhasmorethantwoprojectmanagerqualification,withmorethan3yearsofmanagementandcoordinationofthesamenatureofpipelineconstructionexperience;morethan2000weldershavetoundergoarigorousprofessionalexamination,strictlyfrom3031to5458peopleintheexaminationofwelders,screening.Asaresult,thepassingrateof350thousandweldedjointsinthewholelinehasreached98.3%,andithasbecomearealitythattheconstructionofsimilarprojectsinthepasthasincreasedbynearly10percentagepoints.Inmaterialsprocurement,projectleaderschoosetheonehand,thehighestlevelofdomesticsuppliers,ontheonehand,theimportantmaterial,suchassteel,anti-corrosionprocessingandotherkeymaterialsandprocessesofthemillsupervisionandrandomsamplingproducts.Intheprocurementofgoods,throughauditsand"flyinspection"tofindqualityproblems,Resolutelytake"oncebrightcard,twotimesoff"measurestoensurethattheengineeringmaterialstomeettheengineeringdesignoftechnicalindicators.Three,inprojectmanagement,boldexplorationofnew\nmanagementmodel.TechnicalstandardforthewholeprojectdirectlyinlinewiththeinternationalstandardofAPI;designandconstructionschemeofdomesticandinternationalpublicbidding;biddingsystemtoimplementallstrictprocurement,andestablishandimprovetheinternationalpracticeandtheprojectlegalpersonresponsibilitysystem,projectexecutionsystem,governmentsupervisionsystemandqualitymanagementsystem.Projectbidding,modernconstructionandopenmanagementdeterminethedifferenceofengineeringsystemandmechanism.Foreigninvestment,Sinoforeigncooperativesupervisionsystemcreating,soastoprovideinstitutionalguaranteeforthequalityoftheproject.5)strengthenthecontractmanagementandbuilda"sunshineproject"withthescientificbiddingsystem"Tostrengthentheeffectivemanagementoftheproject,ensurethequalityoftheproject,totakepublicbiddingsystemofwesteastgaspipelinecompany,betweentheownerandthecontractorandsupplierstoestablishthelinkrelationbetweenPartyAandPartyBtocontract,strengthencontractmanagement,toensuretherealizationofprojectquality,progressandinvestmentcontroltargetofthewesteastgaspipeline.Morethan700ofWesttoeastgaspipelineprojectbiddingtocontract,investmentofabout25billionyuan,ofwhichtheengineeringconstructioncostofnearly6billionyuan,whilethetimerequirementfromthetendertothefirststageoperationtimeislessthantwoyears,ifthetenderaccordingtothetraditionalvaluationmethodsforbiddingandbidding,projecttotalinvestmentisnotonlydifficulttocontrol,and\nprojectstarttimemaybepostponed.Therefore,pipelinecompaniesfromdomesticandforeignprojectmanagementexperienceinconstructionofwesteastgaspipeline,determinethevaluationwithbillofquantitiesininternationalbidding,biddinghasestablishedaspecialleadinggroupandprojectbiddingoffice,formulatedthe"biddingmanagementapproach"westeastgaspipelineproject,clearresponsibilitiesandworkproceduresofleadershipgroupandoffice,establishedtheevaluationcommitteeofexperts,eachparticipatingintheevaluationofthememberswererandomlyselectedfromtheexpertdatabase.Inthetender,theconstructionunitinaccordancewiththeactualsituationofthewesteastgastransmissionproject,inengineeringquotation,engineeringquantityandgeneralcontractterms,QHSErequirementsandstandards,themainconstructionplanandsoon,addednewcontent.Atthesametime,thepricemethodofbillofquantities,themainlineproject,biddinginaccordancewiththeprojectquantityBOQvaluationcharacteristicsunified,thislistthroughoutthewholeprocessofthebiddingprocessandprojectconstruction,asestimatedbaseprice,biddingquotation,claimsandcounterclaims,theprogressofthepaymentunifiedbasis.Tostandardizetherulesofbidevaluationandadoptthebidevaluationof"subject"reflectstheprincipleofbidevaluation,whichisopen,fair,fair,scientificandreasonable.TheimplementationofBOQbidding,fundamentallymeetthetightschedule,thelargequantityofconstructionneeds,greatlyimprovingtheefficiencyofbidding,contractandproject\nmanagement,andpromotetheoveralllevelofpipelineconstructiononthewesteastgaspipeline.6)adoptingthesupervisionsystemofSinoforeigncooperationtoraisethemanagementlevelTheconstructionofthewesteastgastransmissionprojecthasadoptedtheSinoforeigncooperativesupervisionmanagementsystem,whichisthefirsttimeinchina.ByadoptingthecooperativesupervisionsystemofChinaandforeigncountries,wecannotonlydrawlessonsfromforeignsupervisionexperience,butalsoimprovethelevelofdomesticsupervisionandfurtherexertthemainforcefunctionofdomesticsupervisioncompanies.Chineseandforeignfusionandmutualacceptancehaveexperiencedacertainperiodofrunningin.Asaresultofthedomesticprojectconstructionhasbeenformedbycontractors,practitionersdirectlyundertheleadershipoftheway,thesupervisionofthemanagementoftheentireconstructionprocessisdifficulttoadapt.Tothisend,theconveningofthetwoowners,strengthenthesupervisionofengineeringsupervisionplanwillcoordinatethewesteastgaspipelinecompany,straightenouttheownersoftheofficesandheadquarterssupervision,designunitsandsupervision,supervisionandsupervision,materialsuppliersandcontractorsandtestingcontractorrelationshipbetweenthemaintasksandresponsibilitiesofsupervisionheadquarters,division,sectionandforeignengineersare:Supervisiononbehalfoftheowners,totheprojectquality,\nprogress,investmentandHSEarefullyintegratedcontrolandsupervision.Atthesametime,italsounifiedthenewprojectreport,thatis,supervisiondaily,weeklyandmonthlyrequirements,clearlystated:theconstructionsitecanonlyhavesupervisionofaperson'svoice.Inordertostrengthen
