ttheexecutionprocedures.（3）配合承包方完成施工场地公共道路的通行，达到运输条件。Cooperationwithcontactorinaccomplishmentoftheaccesstopublicroadfromthesite,soastomaketheaccesswiththetransportationconditions.（4）开工前7日内，向承包人提供详细、准确的工程地质和地下管线资料。Withsevendayspriortothecommencementprovidethedetailedandaccuratedataofengineeringgeologyandundergroundpipelines.（5）开工前7日内，将施工许可证、道路、铁路、河流等通行权手续、临时占地、爆破等许可手续办理完毕。WithinsevendayspriortocommencementcompletetheproceduresofExecutionLicense,pastrightsofroad,railroadandriverinadditiontopermissionsoftemporarylanduseandexplosionwork.6．承包人的责任Contractor’sResponsibilities承包人应按约定时间和要求，完成以下工作：Contactorshouldasperthetimelimitedandrequirementcompletefollowingworks:（1）每月25日前，向发包人和监理工程师提供月施工计划及进度报表。Priorto25theachmonthprovidethemonthlyscheduleandrateprogresstoemployerandsupervisionengineer.（2）承包方应当遵守有关主管部门对施工场地交通、环保、安全生产等管理规定并承担施工中全部安全责任。Contractorshouldcomplywiththecompetentauthority’smanagementregulationsonthecommunication,environmentalprotectionandsafetyproductiononthesiteandassumeallsafetyresponsibilitiesduringconstruction.（3）负责管材现场装卸运输、二次倒运，施工降排水；施工用材料设备采购（发包人供应项目除外）；系统设施的检验、试压和配合调试。竣工后，负责竣工资料（含竣工图）的整理，向发包人提供竣工资料6套。Responsiblefortheloading/transportationofpipesonsit,transfertransit,drainage,purchaseofmaterials/equipments(excepttotheitemswhichareprovidedbyemployer),theinspection,pressuretestanddebuggingcooperation.AftercompletionofWorksresponsibleforthepreparationofcompletementdataincludingtheasbuiltdrawingsandsubmitsixcopiesofcompletiondatatoemployer.（4）除管材、弯管外，其他工程相关的材料均由承包方承担。Othermaterialsconcernedprojectexceptpipesandelbowpipeshouldbebornebycontractor.10\n三、施工组织设计和工期ExecutionOrganizationDesignandWorksPeriod　　7．进度计划ProgressSchedule　承包人提供施工组织设计（施工方案）和进度计划的时间：开工前10日提供。工程师确认的时间：开工前5日。Contractorshouldpriortotendayssubmitexecutionorganizationdesign(projectschedule)andtherateprogressforwhich,priortofivedaysbyengineer’sconfirmation.　　　　8．工期延误DelayofWorkPeriod双方约定工期顺延的其他情况：（1）、未按合同约定时间拨付工程款；（2）未及时完成施工许可手续；（3）工程量增加，工程设计变更、自然不可抗力；（4）应当由发包方供应的材料未及时到位。Theothercircumstanceswhichareappliedtotheextensionprovisionastheextentofmutualagreementofpartieshereto:(1)failureofmakingprojectpayment;(2)failureofconductingtheconstructionprocedures;(3)Addedworkquantity,designalterationandnaturalforcemajerue;(4)failureoftransportationofmaterialswhichshouldbeprovidedbyemployertothesiteintime.四、质量与验收QualityandAcceptance　　隐蔽工程和中间验收Concealedworksandintermediateacceptance双方约定中间验收部位：管道焊接、防腐补口、管道试压、吹扫、干燥、管沟开挖及回填，阴极保护、三桩埋设、水工保护、穿越工程、隐蔽工程。　Thepartsofintermediateacceptanceasagreedbypartiesheretoarepipelinewelding,coating,pressuretest,blowing,drying,trenchexcavation/backfilling,cathodicprotection,piling,hydraulicprotection,pipelineundercrossingandconcealedworks.工程具备竣工验收条件，承包人按国家工程竣工验收有关规定，向发包人提供完整竣工资料及竣工验收报告。承包人应当在竣工前一周内提供3套竣工图。WhentheProjectmeetstheconditionsfortheinspectionforcompletion,theContractorshallpresenttheOwnerthefullsetofmaterialsontheProject’scompletionandthereportforinspectionforcompletioninaccordancewiththeStateregulationswithrespecttoinspectionforcompletionofproject.TheContractormustprovide3setsofas-builtdrawingswithinoneweekbeforethecompletionoftheProject.五、工程量确认和竣工结算confirmationofquantity承包人每月25日向监理工程师提交已完工程量报告，由发包人和监理工程师对工程量报告予以审核确认。Contractorwillon25theachmonthsummitsupervisionengineerwithReportofCompleteQuantitywhichisfortheexaminationandconfirmationofemployerandsupervisionengineer.工程竣工验收报告生效之日起7天内，承包人向发包人递交竣工结算报告及完整的结算资料，双方按照协议书约定的合同价款及专用条款约定的合同价款调整内容，进行工程竣工结算。TheContractorshallsubmittotheOwneracompletionsettlementreportandafullsetofsettlementmaterialswithin7daysafterthereportoninspectionforcompletioncomesintoeffect.BothpartiesstartthesettlementprocessbyadjustingtheContractPriceaccordingtoagreed10\nContractPriceandadjustmentconditions.六、合同价款与支付ContractCostandPayment6.1甲、乙双方正式签约后，甲方需在___日之内支付工程造价总额的___％给乙方。如甲方未按合同付款，则工期自然推后。当乙方收到甲方预付款后，____日内正式进入安装工地。PartyAshould,within___dayssubsequencetoformalsignatureofcontract,pay___％oftotalprojectcosttopartyB,wherepartyA’sfailuretodoso,theworkperiodwillbepostponedcorrespondingly.PartyBshouldwithin___daysuponreceiptofpartyA’sadvancepaymententerintotheinstallationsite.6.2当竣工后，甲方需在_____日将其余的____％款项支付给乙方，余下____％款项在工程使用后___个月内一次付清。工程若有未曾预见项目或变更，工程造价结算则按实际计算并一次付清。支付方式：采用银行转帐、汇票或现金的形式支付。PartyAshould,within___daysuponcompletionofproject,makepaymentofanother___％ofcosttopartyBandremain___％amountshouldbepaidinlump-sumwithin___monthsafterapplicationofproject.Providedthatanyunpredictableitemoforalterationofproject,thesettlementofprojectshallbesubjecttotheactualquantityandpaidinlump-sum.Payment:bybanktransfer,draftorcash七、违约处理BreachSettlement除本合同其他条款另有规定外，如果一方（“违约方”）未履行其在本合同项下某项主要义务，则对方（“受损害方”）除享有有关法律赋予的权利外，还可向违约方发出书面通知，说明违约的性质以及范围，并且要求违约方在通知中规定的合理期限内自费予以补救。Exceptasotherwiseprovidedherein,ifaParty(“breachingparty”)failstoperformanyofitsmaterialobligationsunderthisContact,thentheotherParty(“aggrievedparty”)mayatitsoptiongivewrittennoticetothebreachingpartydescribingthenatureandscopeofthebreachanddemandthatthebreachingpartycurethebreachatitscostwithinareasonabletimespecifiedinthenotice(“CurePeriod”).八、争议解决DisputeSettlement本合同在履行过程中发生的争议，由双方当事人协商解决，协商不成的，提交__仲裁委员会仲裁。Anydisputeorcontroversyarisingoutoforrelatingtothiscontractshallbesettledbyparties’negotiation,iffailtosettlement,maybesubmittedbyanypartytoArbitrationCommitteeforarbitration.九、附件Appendix本合同附件一份：管道工程技术要求。AnappendixherewithisTECHNICALREQUIREMENTOFPIPINGENGINEERING.本文件之签署人已详细阅读上述之协议，并获得充分授权后，代表双方当事人缔结之，特此为证。AllsignatoriesheretoacknowledgethattheyhavereadtheforegoingAgreementandbytheir10\ninitialsandsignaturethattheyhavefullandcompleteauthoritytoexecutethedocumentforandinthenameofthepartyforwhichtheyhavegiventheirsignature.甲方（签章）PartyA(Signature)乙方（签章）PartyB(Signature)法定代表人或授权签字人法定代表人或授权签字人LegalrepresentativeorauthorizedsignatoryLegalrepresentativeorauthorizedsignatory　附件APPENDIXTECHNICALREQUIREMENTOFPIPINGENGINEERING管道工程技术要求1管道防腐Pipingcorrosionprevention埋地钢质管道包覆及涂层要求参见《地下钢管涂层及包覆标准》的规定。RequirementsforUndergroundsteelpipingcoatingandcladdingrefertotheRegulationofStandardforCoatingandWrappingofUndergroundSteelPipe.管道石油沥青及环氧煤沥青涂料外防腐层，雨期、冬季施工应符合下列规定：TheapplicationofPetroleumbitumenandepoxycoaltarpaintasanticorrosivecoatingofsteelpipinginrainydaysand/orwinterseasonshalladoptthefollowingregulations:2.钢管加工PipeProcess2.1钢管切割Steelpipecutting（1）镀锌钢管和公称通径小于或等于50mm的碳素钢管，一般宜用切管机切割；Itisrecommendedtocutgalvanizedsteelpipeandcarbonsteelpipewithnominaldiameterlessorequalto50mmwithpipecuttingmachine;（2）SHA级管道和有淬硬性倾向的管子应用锯床、车床等机械方法切割；ItisadvisedtocutpipesofgradeSHAandofhardeningcapacitywithmechanicalmethodsincludingsawingmachineorlather;（3）不锈钢管子应用机械或等离子方法切割；Itisrecommendedtocutstainlesssteelpipewithmechanicalorplasmamethods.（4）其他钢管可用氧乙炔焰切割。Othersteelpipescanbecutwithoxygenandacetylene.2.2坡口加工Groovemachining（1）SHA级管道和有淬硬性倾向的管子必须用机械方法加工。OnlymechanicalmethodisallowedtomachinepipesofgradeSHAandofhardeningcapacity;（2）SHBⅠ级管道的管子宜用机械方法加工，亦可采用氧乙炔焰加工，但必须将其表面打磨平整。10\nItisrecommendedtomachinepipesofSHBIwithmechanicalmethodoroxygen&acetylene.Thesurfacemustbegroundandpolished.（3）中合金钢、不锈钢管子可用机械方法加工。用等离子方法切割时，应彻底修磨其表面。不锈钢管用砂轮切割或修磨时，应用专用砂轮片，严禁与碳钢管共用。Usemechanicalmethodtomachineintermediatealloy,stainlesssteelpipe.Thesurfacemustbepolishedbeforeplasmaisusedtocut.Dedicatedabrasivewheelshallbeusedtocutorgrindstainlesssteelpipe.Anditisprohibitedtousewithcommoncarbonsteelpipe.2.3管道坡口检验PipegrooveInspection管道坡口加工后，如有设计要求或属下列管道，应进行磁粉或渗透探伤Afterthepipegroovemachining,magneticpowderorpenetrationflawdetectionshallbeconducted,ifrequiredbydesignorpipesfallingintofollowingcategory.3.碳素钢管道焊接、热处理及质量检查Welding,heattreatmentandqualityinspectionforcarbonsteelpipe3.1管道的施焊环境如出现下列情况之一时应采取防护措施，否则不得施工。Preventativemeasuresshallbetakenunderthefollowingconditionsotherwisenoweldingisallowed:（1）电弧焊焊接时，风速大于或等于8m/s；气体保护焊焊接时，风速大于或等于2m/sWindspeedislargerorequalto8M/Sincaseofarcwelding;Windspeedislargerorequalto2M/Sincaseofshieldedwelding;焊件接头的热处理应在焊后及时按设计要求进行，当设计未规定遇到下列情况之一时，也应进行热处理。Heattreatmentforweldedjointshallbeconductedtimelyafterweldingasperdesign.Fortheeitheroffollowingcases,heattreatmentshallbeconductedaswellevennotrequiredbydesign:（1）管壁厚度大于19mm；Wallthicknessofpipeislargerthan19mm;（2）焊接环境低于-5℃，壁厚为16～19mm且含碳量大于或等于0.25％的管道；Ambienttemperatureforweldingislowerthan-5℃,orthepipeswith16-19mmwallthicknessandcarboncontentgreaterorequalto0.25%;（3）设计温度低于0℃，壁厚大于10mm且含碳量大于或等于0.25％的管道；designtemperatureislowerthan0℃,thepipeswithwallthicknesslargerthan10mmandcarboncontentlargerorequalto0.25%;3.3对于碳钢管道，有应力腐蚀倾向的焊缝焊后应作消除应力热处理，热处理后焊缝及其热影响区的硬度值应不大于母材硬度的120%且HB200。Asfarascarbonsteelpipe,heattreatmentisrequiredtoremovethermalstressonweldingseamthathasthetendencyofcorrosion.Afterheattreatment,thehardnessofweldingseamandheattreatedareashallnotbegreaterthanthatofthebasepipeby120%,andshallbeHB200.10\n质量检查Qualityinspection管道焊接接头的外观检查和焊接接头的无损检测百分率及合格等级按设计规定执行，设计文件未规定时，按相关规范和标准执行。Flawdetectionrateandon-specgradeshallmeettherequirementsofthedesignintermsofappearancecheckonweldingconnectionofpipe.Refertorelatedstandardsorcodesifitisnotrequiredbydesigndocuments.安装单位自检合格后的管道焊接接头，本次项目还将实行第三方抽检，抽检比例不低于每名焊工焊接的同材料类别、同管线编号管道焊接接头的2%且不少于一件（可以是安装单位检查过的，也可为未检查过的），抽检若有一处不合格时，必须按原规定数加倍抽检，若仍有不合格，这全部复检，不合格及全部复检的检查费用由被抽检单位承担。Theweldingjointsofpipeforthisproject,checkedqualifiedbytheconstructioncompany,issubjecttothethirdpartyrandomcheck.Thesamplingpercentageshallnotbelessthanand2%ofthepipe(samematerialandsamepipingNo.)jointsweldedbythesameweldingworkerandatleastonepiece,thesamplecouldhaveorhavenotbeencheckedbytheconstructioncompany.Ifthereisonesampleisfoundoff-spec,thesamplingquantityshallbedoubled.Iftheoff-specsampleisfound,re-inspectionforallweldingjointsisrequired.There-inspectioncostforoff-specwillbebornebytheconstructioncompany.4.阀门安装Valveinstallation4.1法兰或螺纹连接的阀门应在关闭状态下安装；焊接结构阀门在焊接时不应关闭，承插型式端头应留有0.5～1mm间隙，防止过热变形。Flangesorthread-connectedvalvesshallbeerectedunderclose-upstatus.Structurevalveshallnotbeclosedwhenitisunderwelding.Socketconnectionendshallreserve0.5-1mmclearancetopreventover-heatingdeformation.4.2在需要热处理的管道上安装阀门时，应在管段整体热处理后施焊，焊缝进行局部热处理。Whenavalveistobeinstalledonthepipewhichrequiresheattreatment,weldingshallbeconductedaftertheentirepipeheatt
