一、冬季施工条件冬季施工时间：日平均气温连续5天低于5℃或11月15日，为冬施开始日期；日平均气温连续5天高于5℃或3月15日，为冬施工结束日期。现场应于11月初即开始对大气进行测温，上述两个条件有一个达到即确定为冬施的起、止日期。二、冬施计划本工程冬季施工处于地上三层顶板以下结构，冬施重点是混凝土施工，地下室构件多数较厚大，所以我项目采取塑料薄膜一层、阻燃保温被两层进行保温，本项目计划冬期主要项目三层顶板以下部分的地下室防水、钢筋、模板、混凝土、回填土工程。三、冬季施工准备1、根据冬期施工项目的特点，制定详细有针对性的施工防寒技术交底、检查验收制度、奖罚制度，并对所有管理人员、技术员、材料员、试验员、操作人员进行冬期施工培训，确保冬期施工按规范要求顺利完成。2、为了预防气温突然下降，使工程遭受冻害，在冬期施工前后10天内，注意天气变化，试验人员做好每日6:00，14:00，21:00的测温记录，注意收集气象部门的有关气象资料，对各施工工点及时通报天气变化情况，以便及时采取防冻措施。3、施工之前，落实好冬期施工必备的有关工程材料、防寒物资、能源和机具设备，如阻燃保温被（符合国家防火标准）、测温管、塑料薄膜、普通温度计、高低温度计、彩条布等。对各项设施和材料，事先作好防雪、防冻防护措施。4、对生活区、生产区的供水、排水管道采取埋地或保温材料包裹等措施，以防在冬季冻裂影响生活、生产。加强冬期施工的检查力度，作好防火灾、防煤气中毒等工作。四、防寒保温措施钢筋工程本工程结构施工中大量采用HRB400级钢筋，钢筋直径<16mm时，采用绑扎搭接，钢筋直径φ≥16mm，采用剥肋滚轧直螺纹机械套筒连接，结构施工中不存在负温焊接问题，\n但需要经过负温试验验证后方可使用。由于钢筋在负温条件下其力学性能发生变化，屈服点和抗拉强度增加，伸长率和抗冲击韧性降低，脆性增加，因此在冬季施工中，钢筋工程的各个环节仍需注意以下几点：（1）气温低于-20℃时,严禁对HRB400级钢筋进行冷弯操作，以避免在钢筋弯点出发生强化，造成钢筋脆断。（2）负温下使用的钢筋,在运输、加工过程中注意防止撞击、刻痕等缺陷。（3）避免钢筋长时间露天存放造成生锈，按现场实际需要采购钢筋，并堆放指定地点。（4）钢筋加工后及时使用，如遇雪天且时间较长时，必须及时覆盖，如发现钢筋锈蚀严重的须用钢丝刷进行除锈处理，经质检员检查合格后方可使用。（5）设置专用搓泥凳放在马道口，避免雪后上楼作业，将泥水带入作业面。（6）剥肋滚压直螺纹钢筋加工时，采用水溶性切削润滑液（防冻型），气温低于0℃时,掺入15%-20%亚硝酸钠，不得用机油做切削润滑液，或不加润滑液滚压接头。模板工程（1）墙体支设均采用木模板，需要加强保温措施防止热量损耗过大。竖向结构模板安装完毕后，使用阻燃保温被对墙体模板外表面进行覆盖，待墙体拆模后再次进行覆盖，搭接部位用扎丝绑扎牢固，冬季施工期间禁止浇水养护。顶板采用木胶合板，方木作主次龙骨，顶板浇筑混凝土后立即使用塑料薄膜及阻燃保温被进行有效覆盖。（1）墙体模板预检时，发现模内存有积雪及时清除，如遇雪天合墙模板，在模板下口留设出水口。（2）木胶板露天堆放时，选择地势高的地方，下部用方木垫平码放整齐。如遇下雪，上面覆盖塑料布，防止受潮变形。（3）雪后，顶板模板必须清理干净，上面的杂物及尘土、铁锈必须用钢丝刷清理干净。若钢筋绑扎中或完成后遇到雪天，雪停后必须清理钢筋生锈所造成的模板污染，以免混凝土成型后造成延钢筋方向铁锈污染。拆模时间控制：当砼温度降至0℃时，根据同条件养护试块强度确定，具体时间通过热工计算确定，见后面的计算。实际拆模时间根据热工计算和试块同条件混凝土抗压报告确定。柱子、剪力墙混凝土不能缺楞掉角，跨度在2～8m之间的顶板混凝土达到设计强度的75%即可拆除，跨度≥8m的顶板混凝土强度达到设计强度的100%时，即可拆除模板，墙体拆模时混凝土达到设计强度的30%。混凝土的浇筑（1）砼浇筑前应将钢筋、模板上的霜冻、冰雪等清理干净。\n（2）采用砼地泵（HBT—80）及60米臂长汽车输送泵进行平面、垂直运输，并配以砼布料杆使用，砼泵管用阻燃保温被包裹，防止热量损失，以保证砼入模温度不低于5℃。（3）罐车进场后及时安排浇筑，避免停留时间过长而造成温度降低或离析现象。完全冷却的砼不能遭受冲击荷载的作用。（4）砼入模温度低于5℃时，或遇到强低温时，采取有效措施进行温度补偿（环境升温）。（5）砼运到作业面以后，应快铺料、快振捣、快抹平，并及时覆盖塑料薄膜和阻燃保温被。尽量减少作业面，降低砼暴露的时间和面积，将热量损失降低到最低限度。（6）混凝土浇筑前，采取防风、防冻保护措施。（7）竖向结构混凝土浇筑后立即用塑料薄膜和阻燃保温被进行有效覆盖保温，防止混凝土热量损失过快。（8）设置专人对混凝土的浇筑期间的环境温度、混凝土浇筑时的入模温度随时进行检测，检测结果作好记录。混凝土冬期施工时除按规定制作标准混凝土试件外，还要根据养护、拆模和承受荷载的需要，增加与结构同条件养护的试件不少于2组，混凝土由与其同条件养护的混凝土试件的强度来确定撤除养护的时间，混凝土的抗压强度达到设计强度的30%及5Mpa后再撤除养护。（9）混凝土浇筑采取分层连续浇筑，分层厚度30cm，不得小于20cm，并尽量缩短每层浇注的分段长度，减少混凝土的散热面并及时覆盖保温。（10）大体积混凝土冬季施工，应防止砼内部水化热过大。为防止混凝土内外温差过大，混凝土表面采用阻燃保温材料覆盖，并预留测温孔，加强测温监控，作好中心温度、表面温度和环境温度的记录。地下防水施工1、依据项目部总控计划，底板防水在2013年11月12日左右开始施工。本工程基础底板防水材料为3+3厚双面自粘防水卷材。防水卷材施工需在环境温度大于50C的环境下施工，根据当天气温调整工作时间。施工完毕后采用阻燃保温被将已施工部位覆盖。2、冬季双面自粘防水卷材施工措施：2.1在进入冬季后，将材料存放在室内，随用随取。\n2.2选择白天作业，若时间允许选择在中午前后施工，这样周围环境温度相对较高，施工操作效果相对较好。避开雪天施工。2.3施工中采用喷灯或热风机对卷材和搭接边部位进行适当的烘烤加热软化，以提高防水卷材施工环境温度，使卷材在低温环境下具有更强的粘结力，以确保卷材大面粘结、卷材搭接、收头、细部节点部位粘接牢固。冬期肥槽回填土施工措施1、冬期土方回填时，每层铺土厚度应比常温施工时减少20%～25%。预留沉陷量应比常温施工时增加。2、对于大面积回填土，可采用含有冻土块的土回填，但冻土块的粒径不得大于15cm，其含量（按体积计）不得超过30%。铺填时冻土块应分散开，并应逐层夯实。3、冬期填方施工在填方前清除基底上的冰雪和保温材料；填方边坡的表层100cm以内，不得采用含有冻土块的土进行回填，整个填方上层部位用未冻的或透水性好的土回填，其厚度必须符合设计要求。冬期每日连续填方的高度不超过下表规定：室外平均气温（℃）填方高度（m）-5～-104.5-11～-153.5-16～-202.5注：采用石块和不含冻块砂土（不包括粉砂）、碎石土类回填时，填方的高度可不受上表限制。4、室外的基槽（坑）或管沟可采用含有冻土块的土回填。但冻土块粒径不得大于15cm，含量不得超过15%，且应均匀分布，但管沟底以上50cm范围内不得采用含有冻土块的土回填。5、回填处的冰雪一定要打扫干净，方可进行回填。6、严禁浇水夯实，为防止土源受冻，夜间要覆盖保温。7、回填时要组织好人力和机具，作到连续施工，因故中断时，对已回填土要进行覆盖，作到当天回填当天夯实。五、冬施质量保证措施1、同条件养护试块养护条件必须与施工现场结构养护条件一致。2、严格执行测温工作，测温项目及测温次数如下：测温项目测温时间大气温度2:00、8:00、14:00、20:00工作环境温度2h一次混凝土浇筑温度2h一次\n混凝土养护温度2h一次达到临界强度后6h一次3、冬期施工材质要求冬期施工材料必须有出厂质量证明、说明书等资料，特殊材料必须具备北京市建委颁发的材料准用证，保温覆盖的材料要具有阻燃性等特殊要求。冬期施工混凝土所用骨料必须清洁，不得含有冰、雪、冻块等冻结物及易冻裂的矿物质，不得混有活性骨料或其它有害杂质。外加剂的掺量必须要符合要求，砂、石必须符合JGJ52-2006标准。六、安全、文明施工措施1、冬期施工期间要对各类机械设备、运输工具按照规定进行保养，保证机械性能良好，按时加注防冻液，并积极开展教育活动，杜绝交通事故的发生。2、加强施工道路及施工区域附近道路的养护，清除坑洼、积水并进行填平，随时清除冻结物，保障车辆及行人的安全。3、对职工宿舍、看守房、办公室等设置取暖设备的场所，严格采取防火、防电、防毒措施，对于生产、生活房屋内的电线进行统一规划，不允许私拉乱接。4、对施工用防寒物资妥善保管、储存，防止积雪融化浸泡或被风吹乱，对于其中的易燃材料，要采取防火措施，备齐消防器材。5、降雪后对施工场地及主要道路进行除雪，保证行人及车辆的安全，积雪随时清运出场，避免融化污染现场或冻结后影响车辆及行人的安全。6、雪天高空作业加强防滑措施，避免滑坠事故的发生，并及时清除梯道上的积雪。7、施工防寒用的阻燃保温被、塑料薄膜等要包裹紧密，以防风吹破坏，并采用压、盖的防风措施，避免到处飞扬，施工完毕后，防寒物资进行妥善保管，报废的及时清理出场，避免污染现场环境。8、施工现场醒目位置悬挂防止滑跌，交通路口悬挂路滑慢行等警示标牌。\n\n（英文版）Tworegulationspromulgatedforimplementationisinthepartyinpowerforalongtimeandtheruleoflawconditions,theimplementationofcomprehensivestrictlystrategicplan,implementationinaccordancewiththerulesanddisciplinetomanagetheparty,strengtheninner-partysupervisionofmajorinitiatives.Thetworegulationssupportingeachother,theadheretoapositiveadvocate,focusingonmoralityisofPartymembersandPartyleadingcadrescansee,enoughtogetahighstandard;aroundthepartydiscipline,disciplinaryrulerrequirements,listedas"negativelist,focusingonverticalgauge,drawthepartyorganizationsandPartymembersdonottouchthe"bottomline".Here,themainfromfoursquarefacetwopartyrulesofinterpretation:thefirstpartintroducestwopartyRevisedregulationsthenecessityandtherevisionprocess;thesecondpartistheinterpretationofthetwofundamentalprinciplesoftherevisionoflawsandregulationsintheparty;thethirdpartintroducestwopartyregulationsmodifiedthemainchangesandneedstograspseveralkeyproblems;thefourthpartonhowtograsptheimplementationofthetwo\nregulationsoftheparty.andrevisedthenecessityandrevisedhistoryoftheCPCCent
